Between 1952 and 1961 (with the exception of two years of compulsory military service), Williams studied art at the Sunderland College of Art and the Royal College of Art in London on full scholarships, graduating with a degree in Painting in 1961 and ARCA (Associate of the Royal College of Art) designation.

In 1962 Williams and his family moved to Australia where he taught at the National Art School in Sydney from 1962-69. He exhibited in numerous group exhibitions and one-man shows, he won numerous awards, and he was judge or jury member for many competitions.

In 1969 Williams was invited to become the first Artist-in-Residence for Painting at the Banff School of Fine Art (now the Banff Centre) as well as a sessional instructor at the University of Calgary.

In 1974 Williams participated in the juried Canadian Armed Forces Civilian Artist Program, which resulted in an exhibition at Currie Barracks (Calgary) on the day-to-day work of Canadian Forces in the Middle East. Two works from this series were included in the “A Brush With War” travelling exhibition (Canadian War Museum, 2010-11).

Between 1977 and 1982, he was the Artist-In-Resident at Keyano College (Fort McMurray, AB) and was instrumental in the development of its art department and university transfer programs.  Since that time, he lived and worked in Victoria, BC. 

The artist’s work can be found in public and corporate collections, as well as private collections in Canada, USA, UK, Germany, and Japan.
